Is anyone holding a reliablity clearance?
Can I apply it without an employer?

what is reliability clearance ... I heard of security clearance in USA but never reliability clearance.

It is a security screening.

Reliability Screening documentation may only be submitted to PSSD by the Company Security Officer (CSO), Alternate Company Security Officer (ACSO)

that means that you cannot apply for your reliability clearance, your employer needs to do it on you behalf.

The easiest way to get reliability clearance is to register with an agency that does contract staffing for the government. Once you're in their candidate pool, they'll start the process. In the meanwhile, you can be looking for work on your own as well, and you can state that you've already applied for reliability clearance.

My wife just went through this process last year and that's how we did it. Otherwise it's a vicious cycle because you can keep applying for a job that requires the clearance, but you can't get the clearance until you have a job that requires it. aargh! stupid government procedures.
