I wonder if anyone of you listened to Miandad on TEN Sports during the World Cup, but I do agree with him on a majority of the points that he put forward , except for the domestic cricket format. For this, I think regional cricket is still a better option than departmental cricket.

PCB constructs a number of stadiums in Islamabad. eg: 3 (and other major cities, depending on city size and population) for local cricket clubs. The clubs are functionaly autonomous, but recieve financial backing from PCB, and club membership.
Furhtering the example of ISB:
These 3 clubs compete with each other to decide on the best team for islamabad. the best team then goes through to compete at the National level.
With help from these clubs, PCB can identify potential future players, and from these the best player be appointed captain of their side. They play as captain of their team for a year or two helping them gain experience. This way, the problem of not having a proper captain at the national level can be reduced. The PCB will have to invest a lot of money into the domestic cricket for this to happen though.
These clubs will then vie for the best players in the city to get into the national circuit. This will increase the pay for these players as each club tries to contract them. This will attract more people to the game and hopefully professionalism will improve. If not, then atleast we will be able to seperate proper talent from average players. Also the PCB will need to market the domestic cricket a little more aggressively. Announce higher rewards for the winning team, increase the stakes.
The last, and the best thing the PCB can do is appoint some proper coahces for these clubs. because I believe coaching can only be done at grass roots level. If proper technique can be taught at this level, PCB will not have to invest in people like Richard Pybus who command a high price tag. Investing in youth, instead is a far better option. IMHO.
I dont know if this is how our domestic cricket is at present or not, but this is how I would like it to be.
