I am not sure about the 'area' part but yes the Hadith is that if no one sits itikaaf in the whole city then they are all accountable ..

that is why he said "city". Every city has an administrative boundary that can be set as a standard for this hadees

ai'takaaf is **farz e kiyaaya**** that is if ONLY one person does it in the entire city/toewn/village/hamlet] then ALL the inhabitants are absolved from the farz...on the other hand, if NO one does ai'takaaf then ALL inhabitants are GUILTY and they will be answerable. *as far as receiving azaab in this word individually and/or collectively is NOT true. he/she will eb judged after his death on the day of judgment.*
