But why single out one American soldier when one woman is raped every two hours, and gang raped every eight hours in Pakistan? Seems like a bit of selective posting to try to portray Americans as rapists when one could simply look left and right at home and see many more who are not indicted and tried. Just wonder what political agenda is behind this selective concern.

Let's have a quick lesson in propaganda. What is happening here works in two regards. The first is a technique called the "scattered instance". That is where you take a one-of-a-kind occurance and extrapolate it to a very large population. One American Soldier rapes and kills someone, and the Muslims world extrapolates that all American Soldiers are rapists and murderers. That is like publicizing one "honor killing" in Pakistan, and assuming that every man would kill his wife or daughter for misdeads. See how this works?
The second propaganda theory is "They are raping *our *women!". Men have a natural protective instinct, to protect the females they consider "theirs". Another man, particularly another man of a different race, intruding on this primative territory brings a visceral response from men. This is frequently a rallying cry in war time. nothing will motivate a reluctant volunteer like "We must protect our women and children!". That draws in reluctant recruits.
So here we have a twofer! This story works as propaganda because it allows opponents to demonize every American soldier, and it hits men at a visceral level with a slight hint of racism. Lovely. Of course the test of the power of this propaganda is to introduce external facts. Pakistan is accused of having a particualrly horrendous rape problem. Nobody wants to hear it, even though it exposes that absolutely thousands of women are raped. You guys could care less. You want to focus on the one high profile case that suits your political agenda, rather than a massive problem that his close to home. The propaganda worked.
Lesson over. Let the manipulation resume.

Military needs to make sure that ithas more contol on its soldiers so similar things do not happen again.
After the fact punishment is not going to bring that family back.

Maybe, but in such cases it up to you to denounce the article and make it clear that such is not the nature of ALL US soldiers as is portrayed by this article. Some self critiscm is not a bad thing either, so where you see wrong has been done, you should understand that people will blame the entire army.
Instead off going on the defensive and trying to point fingers, you should try to enlighten people with the what you believe to be the truth.
