I don't know if you are talking about the samething that i am thinking of. I recall my grands making them in Pak. You soak moong daal overnight. Next morning put the dal in the blender with salt, red pepper, black pepper and a little baking soda and also kasuri methi and blend everything together.
You fry them like pakoras. In a new pan you make a regular salan. Fry onions add garlic/ginger paste and spices and add tomatoes and make a masala. Add water to thin out the masala like shorba. Once all that is done. Soak the fried urad pakoras in warm water. Squeeze the water out of them and add them to the salan. Let it cook for 15 minutes or until u see that the pakoras have absorbed the shorba and the shorba has thicken.
I hope this is what you were asking for. I honestly don't know if they are called mangoochian or something else but when you said moong daal this is the first thing that came to mind.

Mehru: yep this is how we make them. It is a good change of salan. But I know some people who hate this.
However, I put baking powder instead of soda as I don't like the taste of baking soda. :)

yeah my mother in law make them many times ...but i don't like them not my hubby....but i made them once i just like to made them
