Neither PPP nor it's supporters are known as opposition to government. One of the major reasons for their decline, and one of the major reason why the party was once popular.

The party and their supporters are seen as sidekicks/B team of PMLN, hence the voters don't bother wasting their votes on them. In democracy, it is always opposition vs government at the polls.

PPP's popularity started going downhill when Benezir refused to acknowledge Zardari's corruption. Same thing will happen with Bilawal Zardari, he will never acknowledge his parents' corrupt and criminal past, hence will always struggle to find acceptability in masses, and perhaps forgiveness too.

If they get the chance to lead the party, they can probably bring back some voters but unfortunately for the time-being, people will associate Pakistan People's Party with Zardari, and that's not a good thing for the party's PR. Time can probably help fade the memories coupled with real work by Pakistan People's Party in areas where it still enjoys influence and holds any change-making powers.
