Yup, most cholis/sai blouses come with built-in bras that are very secure and have great form & fit... no need for additional support whatsoever.
A well-made blouse is what makes or breaks the overall look... that and the drape of the sari and how one carries it.

It definitely looks like Shamaeel's work, the kaam, colour and the fabric used in this outfit. I've seen her use that exact printed fabric on the sleeves in her other designs. I also know she's stocking in India, so not surprised a guest is wearing it.
I actually love her work, especially her formal wear.

Look at this Shamaeel outfit pic - the fabric here at the bottom is the same as the one used in the sleeves from your outfit. It even looks the same colour:
