They say it will take 2-3 weeks (I received it in 4 weeks) but you can never rely on them. I would strongly suggest to contact the CIC by sending them an email with all the proofs that you have regarding your flight. CIC is very considerate.

thanx for the info. the guy has done it all and it has been approved on 9th of March. he is waiting to receive the actual card in the mail or pick it up at the local CIC office. let’s wait and see.
