I believe in the coming week President Musharraf will announce that he will taking off his uniform and appointing a new COAS, which will clear the way for the Supreme Court to allow his re-election from the present assemblies. All talk now is that the Presidential Election will be on Monday 8 October.

CEC amends rules for presidential poll

The Election Commission has amended the Presidential Election Rules 1988 ahead of the presidential elections so Article 63 of the Constitution no longer applies to the president.

Article 63 lays down various conditions under which a person can be disqualified from being a member of parliament.

With the amendment in clause (a), sub-rule (3) of rule 5 of the Presidential Election Rules 1988, the returning officer for the election can no longer conduct a summary inquiry or reject any nomination paper if the candidate is subject to disqualification from being elected as, or from being, a member of parliament as provided in Article 63 of the Constitution.

Earlier, this clause allowed the returning officer to conduct such an inquiry or reject nomination papers of a candidate if that candidate was not qualified under the Constitution to be elected as president, or was subject to disqualification from being elected as a member of the National Assembly. Now the words “or is subject to any disqualification from being elected as, and from being, a member of the National Assembly” have been omitted from this rule. The chief election commissioner amended the rules with the approval of President General Pervez Musharraf.

Commenting on the amendment, Federal Minister for Parliamentary Affairs Dr Sher Afgan Niazi told Daily Times that “under the Supreme Court’s decisions in the Qazi Hussain Ahmad case of 2002 and the Pakistan Lawyers Forum case of 2005, Article 63 is not applicable to the president in toto”.

He said the qualification for a person to become president was determined in Article 41 of the Constitution. Now Article 63 does not apply to the president, its clause (k), which prevents a government servant from participating in elections unless they have been retired for at least two years, and clause (o), which prevents anyone who holds an office of profit in the service of Pakistan from participating in elections, also do not apply to the president, Dr Niazi said. Due to hectic schedule of high court judges, the schedule of the presidential election will be announced on September 18, Online reported.

‘I will be re-elected by current assemblies’

President Gen Pervez Musharraf said on Saturday he would stand for re-election as president from the present assemblies.

Gen Musharraf told top PML leaders including Chaudhry Shujaat Hussain, Chaudhry Pervaiz Elahi and Mushahid Hussain Sayed in a meeting that his re-election from the current assemblies was a constitutional requirement and he would not go against the Constitution.

He said he was monitoring the political situation, and fully supported a strong and independent judiciary. Presidential and general elections and negotiations with Benazir Bhutto were also discussed at the meeting.

Shujaat told the president that the PML, its allies and the cabinet supported his re-election in uniform by the present assemblies.

Mushahid told a private TV channel that the presidential election would be held in the first week of October, after which Gen Musharraf would doff his uniform. staff report


Now this uniform bit isn’t good…either he should stay with his wings, or he should leave…because without his skin, he’s as good as not being around, keeping in view the opposing strong-currents united against him but divided on everything else that matters to Pakistan.
Ironically, this is the same mistake being repeated, as was committed by FM Ayub when he handed over to Gen Yahya…the turbulence, the choices, everything is eerily similar, and any similar mistake right now Will set in motion repetition of the past 30 yrs from our history, and unfortunately the 3 decades contained nothing that we could look fwd to in 2007…

Meanwhile on Geo's '50 Minute' yesterday the topic was 'what fortune tellers say about the political near future'. The guests were astrologers, palmists, numerologists, tarot readers etc and some said Mush is going to be strong in the future, some said BB will be too, some said none of the present faces seem strong yet the military seems to be strong in politics nonetheless and expressed thoughts of Army dominance...
All confusing but let's see.
Although a weak Musharraf and yet Army dominance points at another coup after (if) Mush loses power...it could also mean that if he loses hi wardi, the next Chief could snatch control...
