A messy compromise but obtaining a consensus agreement from all partys for only the second time in Pakistan’s history is a historic achievement and major credit goes to Raza Rabbani. Congrats to Mr Rabbani ! I hope now similar sincere hard work is put into improving peoples lives.

He is a wonderful man. He resigned from Leader of the house of Senate.
He resigned as minister on his differences.
But he did the great job for Pakistan.
At least we have some in Pakistan.

Sad thing is no matter what consitution/system there is when you have a bunch of thieves, power abusing thugs in power there wont be many changes.

Life has not changed for the poor who are the majority in Pakistan in 60 years. It probably wont change in the next 60 too.

well done Rabbani sahib... and well done to the PPP as well.

Rabbani is one of the finest politicians and leaders in the country... he is a gentleman and a very dignified person. he is a credit to the PPP along with Aitzaz Ahsan, Sherry Rehman, etc.

Can we have access to the recommendations of the committee now? then only we can make out that if the thing is good or not, if our law-makers had made laws to benefit us or to secure them?

ISLAMABAD: Senator Raza Rabbani presented landmark 18th Amendment draft in the National Assembly and the Senate today, Geo News reported.

Yesterday, PCCR chairman handed over the draft to the National Assembly Speaker Dr Fehmida Mirza and Senate Chairman Farooq Naek.

Congratulating the nation on presentation of Constitutional Reforms package to the House, Prime Minister Yousuf Raza Gilani Friday urged every citizen to promote nationalism and contribute to nation building.

“Let it be the time that we the Pakistanis say with pride every where in the world that we are proud to be Pakistanis,” he said addressing the National Assembly prior to presentation of the report of the Constitutional Committee to the House.

“Today is a historic day. Today we have gathered here to mend the follies of the past. Today I feel pleasure to congratulate the Speaker, the Committee, the Parliamentarians and the whole nation,” he added.

In his address to the NA Raza Rabbani said dictatorships distorted the Constitution, and only reconciliation and dialogue can resolve bitter disputes.

Some of the proposals presented are:

Few subjects in fed legislative list 1 transferred to list 2

Concurrent list be abolished

President bound by PM’s advice

Ordinances to be re-promulgated only once

Strength of Senate to be increased to 104

Article 58 2 (B) to be repealed

President on advice of PM dissolve House

All children of age 5-14 be given free education

NWFP renamed to Khyber-Pakhtoonkhwa

CCI meetings to be held every 3 months

Chief Ministers cannot have more than 5 advisors

Provincial assemblies to have 70-100 working days

HC judges cannot be transferred without own consent

12 parliamentary members to select Chief Election Commissioner (CEC)

CEC to be selected with consent of government, opposition

Caretaker cabinet to be formed after dissolution of government

Caretaker CM’s to be appointed by outgoing government, opposition

6th Schedule to be repealed

7th Schedule also be repealed

No limits be fixed on terms of PM or CM’s

ISLAMABAD: Senator Mian Raza Rabbani might be a dejected man when ignored for the coveted slot of the Senate chairman in March last year, but today he stands taller as the head of the 27-member parliamentary panel, which accomplished a historic task on Wednesday.

It goes without saying the intricate job the Parliamentary Committee on Constitutional Reforms (PCCR) completed on March 31 is the most important one after the day on which the draft of the 1973 Constitution was signed in the presence of political heavyweights of that time. The responsibility of the Rabbani-led Committee was, primarily, to rid the national document of distortions made in it over the years. The credit for the 18th Amendment, needless to say, goes to the parliamentary parties for showing national spirit, character, and, of course, flexibility, but the role of the PPP leader in no way could be set aside.

Some of the PCCR members , when interviewed, agreed that had someone else been made their head instead of the Karachi-based soft-spoken and smiling Rabbani, the exercise, encompassing many complicated issues, ranging from the paradigm of provincial autonomy as well as renaming of the NWFP as Khyber Pakhtoonkhwa, might not have been completed the way it was.

“Rabbani Sahib may not have been so prominent in Pakistan’s parliamentary history even if named and elected as the Senate chairman, but the respect and honour he has earned as the PCCR head is something phenomenal,” said one admirer of the PPP legislator, who didnít want to be mentioned here. He is also a parliamentarian and belongs to the same party.

He added Rabbani could not wear the gown of Senate chairman because Allah Almighty had a more important job for him and March 31 was the day, when he masterly took the ship, which consisted of members of parties of diverse ideologies and backgrounds, to a safe coast.

Rabbani is respected equally by legislators on both sides of the aisle in upper house of parliament, a distinction not all the members may enjoy throughout their stint. As a mark of protest, he had resigned as federal minister for inter-provincial coordination and leader of the house in the Senate after he was not nominated for the slot of the Senate chairman, but he never talked to the media on the issue.
