thats what id heard as well....but it sounded strange to me...ive heard gujar khan and Kahuta also mentioned as the district/county!!!

Zila/City/District are administrative divisions while Tehsil/Taluka/Town are adminstrative sub-divisions of the former group

Not sure how, but it's possible. My nana nani live in Pakpattan shareef. Back in the old days, I think their tehseel and zilla were different but ever since I started writing to them, I always wrote "Tehseelo-o-Zilla Pakpattan" and the mail always got there. So it's common and there are other cities as well that are tehseel and zilla at the same time.
