Lol, really? Rangers dont patrol a high security area during night time? Then they might as well not do it during day time either, because if they leave it alone during night, then what is the point of all the high security hype?
TLK, I know the area very well. Even during my first few days in Karachi, I lived in an area just opposite Sindh Assembly. I still frequently visit area, because of Urdu Bazar. The area's security is beefed up when there are sessions of Sindh assembly, otherwise, its not that protected.
There are many roads leading to the chowk just opposite Sindh High Court (the chorangi once used to be known as Kabataron wali chorangi. This is the chorangi, which once carried Malika Victoria's statute). One can reach to chorangi from Urdu Bazar (There is this girls school and two mosques opposite each other. One mosque belongs to Barelvis and other Ahl e Hadees). Sindh High Court is just 150 meters away from these mosques. Then there is road coming from Secretariat (I believe this is closed in night. Once it used to be open road and was route of 8A bus, which had chorified PIA's slogan 'Ba kamal log, Lajawab service'. lols). Then Sindh High Court got 2 gates. Front one on court road from Kabataron wali chorangi and one from the road on which MPAs hostel is located. There are kachi abadi / teen ki chhat wale ghar in streets behind Court road and I'm sure MQM got a vote bank there like they got stronghold on Bruns Road.
It might be possible for MQM supporter to hang such banners at any time, when the area is not under Ranger's patroling and I don't think that it is big task. I have been taking route of Karimabad for so many years on my way to office. Ranger's van remained permanent feature on bridge over Karimabad (from both sides), but the bridge got the maximum number of slogans including 'jo quaid ka ghaddar hai'.
