I don’t think just having a toy gun or a real gun is not the reason enough to shoot anyone. It merely means that such a person should be apprehended, if the gun is without license.
Cops can shoot only when the guy’s intent is to shoot at cops. In this case, it was a plain murder. He was brought to rangers by other people, so obviously he was not in a position to threaten rangers.

I am not justifying the murder in any ways. What I am saying is that its a very irresponsible attitude and even in USA could end up with similar consequences.
