Yea unfortunately it happens a lot in Pakistan though i’m sure (or it may be a vague wish) that soon this trend will change in Pakistan. The concept of seasonal Sale is heavily induced these days and since the competition is on the rise, if we have utility stores letting the price get low, there is a strong chance other vendors will slash their price too.
No idea about other regional countries.

Many food products give max discount during and a week or two before Ramadhan. As far as food products are concerned, Ramadhan is the least the prices go in the entire year.

Over here in Dubai they actually do reduce the prices of things a lot. So it is good, plus if you know a good wholesaler like I do, prices for food commodities are very less. It is also easier, since we do a lot of bulk food charity.
