Not really first time, but still its a good thing if he cooperated with the central authority on this.
Like most of you here, i've not seen any of Mufti Qasim Popalzai's statement or announcement, so cannot really say if its because he was pursued by provincial/ federal govts or it just happened that he didn't get enough of shahadats to announce Ramadan a day earlier
PS: i really don't see why its a must to have eid on the same day if one part of the country has all the evidences it takes to announce Eid there, while the other doesn't.
