Not angles, coz they dont exist in form of humans. I think he mean that better ppls are ruling India. Almost all Indian rulers dont have to flee their Nation and take refuge elsewhere. And what U have brought up is self explaining. Corruption is rampant in India, but high and mighty have been put behind bars too and process is still on.

Pakistan has been ruled by dictatorships for many decades. The cleansing operation through elections in India has never been done in Pakistan since partition. Still Pakistan is partly governed by most powerful agency i.e. military. Many of the key functions is still decided by military. The present government is first time in the history of Pakistan completing its tenure. If this process continued, Pakistan may get better people in future overcoming the military interference and limiting their role like in India.

You dont have "A" Mr 10 %, you have an entire nation full of Mr 10 %'s... Your 10 % just comes out of a larger pot.
