You have to go beyond 90's. Even in 90's, railway was incurring heavy losses. PR was profitable organization till seventies when mardood Zia-ul-haq introduced NLC spending billions of $s importing expensive trucks and trailers from Germany and took away the railway share of freight from Karachi Port. That not only resulted in declined railway revenue but also huge damage to infrastructures by heavy movement of NLC trucks. These trucks were used to haul drugs and illegal weapons from north to Karachi. Guess who benefited from these illegal trades?:)
