Reading the Qur'an in a gathering such as the Quran khawnis we do is alright as long as that's what we are actually doing. I know sometimes the ladies get caught up in preparing and focusing on the food and running after the little kids so the essence of all of it gets lost. However, there is nothing wrong about having people come over and reading the Qur'an. There is controversy about milads however, and I shall not go into that here as the thread may be derailed.
Now regarding dua...we can read dua in any language but it is highly recommended to memorize a few common duas which have been proven effective. That doesn't mean that it is obligatory.
Also, it is permissible to sit on a mussalaah and do zikr and tasbihat during the monthly cycle. It is not permissible to read Qur'an or recite surahs other than the ones which are considered dua'as such as the 4 Quls, surah fatiha, ayat ul kursi, etc. Yes you can carry a Qur'an with a clean cloth other than the dupatta you are wearing, but some women wear gloves during their period and read Qur'an for educational purposes. That is in correct. If you must read, it should be read broken up in words so that it doesn't sound like a qirat or recitation. And no gloves. That is a misconsception.
