When I click on post quick reply button, Everytime I get this message:
This forum requires that you wait 30 seconds between posts. Please try again in 27 seconds.

Which is exactly what it means as well. You can edit the post as many times as you wish to, in any number of timeframes available, but in order to post a new message (post), you have to wait 30 seconds. You cannot post immediately after your post, which is why the reason for the wait-time.
However, you can certainly edit out the original post in order to include the new post, if the wait is too long. :)

Total lines = 4
"Post" Count = 7

I said everytime, even I post after 30 mins.
I get the error.
Advanced mode reply works fine.

I believe a number of items are under construction here. Journals, and things of such nature have been removed temporarily.
Quick Reply works fine for me. Not sure why it is causing problems on your side.

clean your browser cache and cookies. try a hard refresh (PRESS CTRL + F5)
