Question for daycare going child moms/dads

My daughter’s childcare center has the policy that they let kids play outside in their back yard twice a day – once before lunch and once in the afternoon. That’s all well and good but our concern is that their cut-off outside temperature is 35F – i.e. if it’s 35F or ABOVE outside then they take the kids out otherwise keep them inside. They also say that usually it’s discretionary. ie if it’s above 35F but it’s raining or snow etc then they don’t take the kids outside.

We have few concerns over this cut-off limit:

1- On some days 35F may seem ok but it still kinda seem cold. My question is, do you know if your child’s daycare center has similar policy and if you know the temperature cut-off limit and what it is? What do you think about 35F?

2- Yesterday it was 40F but it was windy and even I couldn’t stand outside for long and when I showed up a bit earlier than usual to pick my daughter they were putting her jacket on and other kids were also wearing jackets so it looked like they were ready to go outside. That made me bit concerned because I thought that if ever that ‘discretionary’ bit would come into play, it would be yesterday. I definitely won’t want my daughter to be playing outside in that kinda weather. Has anyone else ever had similar concerns and how did they handled it?

3- My daughter has been going to the center for 1 1/2 months now but first month she only went to for a week or so sproadically since she got sick etc. She has been going most puctually in past couple of weeks and still needs more time to adjust. She has improved a bit but still doesn’t eat much of the lunch, doesn’t play with other kids, doesn’t drink water by herself (we usually hold water bottle for her at home but have been trying to encourage her to start drinking herself). Is this normal or should we start looking for alternatives (may be home based few children sitter or diff daycare center etc) solutions???
