let’s say I have a piece of paper that has a dua written on it, or the name of Allah swt written on it…I keep it folded, in a small compartment in my wallet, and the wallet is in my bag..is it then okay to place the bag on the floor or take it into the bathroom (in circumstances where leaving the bag outside is not an option)?

as to be a muslim we should avoid to bring name of Allah or other related religious writings in bathroom or put it on floors.

Hidden paper and exposed paper with Allah's name on it come under different protocols. One should avoid taking that bag inside the bathroom, but its not a sin if one has to, like in airport bathrooms, you have no choice but to take your whole luggage inside with you.

It is wrong to recite ayaat in the toilet
It is inappropriate to take written ayaat to the toilet. The crucial thing to consider is since a book contains the Qur'an so does the heart of a hafiz ... do you then ask him to leave his heart outside the toilet or simply ask him not to recite?
Do no touch the paper with uncleans ... hands closed in a bag when travelling through a place is not an offence. Should be avoided where possible.
Du'ahs are to a lesser degree but similar rules apply

Agree with Psyah but it depends that what kind of dua it is, Some Dua's are the Quranic Dua's and they should not be treated to a lesser degree but as Quran.
