You can memorize Quran… almost every other mosque in Pakistan teach Hifz classes..
Nasir Jangda is not only Hafiz, he enrolled in Jamia Binoria. This is famous seminary in Pakistan. He studied there almost 7 years.
I am not expert on their courses. Students around the world enrolled in those institutes.
This is good question. What should be minimum education and accreditation to become Scholar?
