The percentage given is the percentage of the total number of reported crime in that category. Of course Punjab would be the highest in all categories simply because of higher population.
It is heartening to know at least people have faith enough on police to report crime. The same report also says that it is estimated that less than 10% of the crimes are actually reported.
is it only me who thinks that in rural areas, no matter which province it is, there would be marginally reported crimes as compared to actual happenings.

No. For example, Murder percentage is 44% for Punjab. Does it mean that 44% people in Punjab were murdered? or 44% of Punjab people are murderers?
It simply means that 44% of the total number of reported murders in Pakistan are from Punjab, a statistic that makes very little sense.
The report is also from 2014 (not 2015, as claimed in the title). The report also says:
"“The police are not winning the fight against crime but crime is simply adapting to the changing contours of the police”, the police officer said. If you don’t agree the you calculate the proportionate crime rate what you are saying. You accept that only 10% of crimes are reported in Punjab, so actual figures are many times higher than this.
The tabular data and %age noted is province crime divided by total crime. This is meaningless as Punjab is twice the size of Sindh so offcourse total will be high. This data needs to be normalized by Populatio, Per Capita or Per Mile or some other metric. Normmalize by Population will show a much better picture in Punjab.

KPK has the highest murder rate while Punjab and Islamabad (!!) lead in most other violent crime.
Islamabad may not be a fair comparison because it the only area in the list that is solely urban and urban areas usually have higher crimes rates.
Need to compare Islamabad with Karachi, Lahore etc.

I was not wrong. Punjab still leads the crime rate as compared to other provinces. The point is that PML(N) particularly is not doing well as promoted by panchi pai. SS has spent billions on toys just to make Punjab public Ch. In the end such useless schemes ends up in total waste, the loss bear by other provinces particularly Sindh from which most taxes are collected utilized on such stupid projects in Punjab.
