The 22% number is from 1951, so 4 years after partition. I would expect that the impact of partition is included in that number. What explains that 22% going down to 1.7% at a national level ?

1965 & 1971 Wars also followed by migration. What do you think that migration stopped in 1947. It did continued decades after partition.
