LAHORE: All police stations in Punjab are being given biometric machines to check whereabouts of people not possessing their Computerised National Identity Cards (CNICs) within no time, quickly detecting those having doubtful credentials and saving the law-abiding citizens from proving their identity in police stations.

According to official sources, the government had through the Punjab Information Technology Board already purchased 1,000 biometric machines and they were being tested for their accuracy at the Gaddafi Stadium hosting Pakistan-Zimbabwe matches these days.

Sources said the machines would be given to all police stations for checking the identity of people not possessing their CNICs at pickets and during combing operations. Each police station would get one machine, helping it identify any person within no time.

The machines are linked to the Nadra network. The identity of people having CNICs but not possessing them at the time of checking, could be confirmed by asking them place their thumbs on the machines. Those having personal details at the Nadra network would be identified, and those not would be questioned, sources said.

“This is a decent, modern and accurate system of identifying people all over the world. This will help a great deal in saving law-abiding people from the normal police style of separating who is innocent or who is not,” an official said.

He said the machines would be given to police after their training. Right now they were being tested at the Gaddafi Stadium and so far they were functioning perfectly.

Meanwhile, sources in the home department said that the chief minister had constituted a committee to revisit draft of a new law about strictly regulating marriage functions.

They said originally the new law was drafted to make violations of the restrictions on marriage functions cognisable by police. But the draft made it mandatory for the DCOs to nominate officials for leading police so that they could not harass anyone.

Sources said that there was no mention of banning one dish at weddings as this would invite opposition from caterers, owners of marriage halls and meat sellers.

Chairman Punjab Information Technology Board (PITB) Dr. Umar Saif has said that to convey the citizens’ complaints direct to the chief minister Punjab and other competent authorities,** 2,000 Kiosk Centres will be established at the main public offices across the province.**

He stated this while addressing a meeting held with Secretary I & C Punjab Javed Akbar at the Arfa IT Tower on Saturday. DG IT Rizwan Ahmad and Joint Director Fasieh Mehta were also present.

Dr. Umar Saif said that manned with the PITB’s personnel, the Kiosk Centres would enable even illiterate persons to put their complaint online authentically. He said the new system would also remove the flaws appeared during the operational Citizen Feedback Monitoring System.

Lauding the idea, Secretary I & C said it would resonate like** “e-Bell”** that once rung by a complainant, the voice would reach top to the chief minister without any delay and hurdle.

Nobody will be there between the citizen and the CM to obstruct his/her voice as presently practised in the public offices.

He opined that initially the Kiosk Centres would be established at the Civil Secretariat Lahore, Commissioner’s and RPO’s offices at each Divisional Headquarters, DCO’s and DPO’s office at each district and AC’s and TMO’s office at each tehsil of Punjab. He assured that the project would get full support from the chief secretary and all the basic facilities like chairs, drinking water and shadow would be provided to the Kiosk Centres.

He said that once succeeded, the project would render great services to the human kind and the impoverished public. Finally it was decided that the work would be started as soon as the design of the Kiosk Centre was approved by the competent authority.

LAHORE ** - For the very first time in Lahore, police on Monday formally launched IT application packages named “golden hour” and “toolkit”** for crime investigations.

The plan prepared by the investigation wing of Lahore police in collaboration with the Punjab Information Technology Board (PITB) and a cellular phone company will help investigators track down criminals technically and precisely.

“Once an incident of heinous crime happens, the first hour will be “golden hour” to search and collect evidences from the crime scene.**

At least 100 investigators are given proper training for this purpose,”** says Lahore police chief.

After inaugurating state-of-the-art initiative at Police Lines Qila Gujjar Singh on Monday, Additional-IG Muhammad Amin Wains also told reporters that the plan would help solve heinous crimes in the provincial metropolis.

“How criminals can be brought to justice promptly if evidences are not collected thoroughly (from the crime scene)?” the capital city police officer questioned.

He further said that the police investigators would work as crime scene investigators as far as crime scene response, evidence collection, and crime scene and evidence photography is concerned.

Earlier, Lahore investigation police Chief SSP Rana Ayaz Saleem gave an in-depth briefing about the golden hour and toolkit applications.

DIG (Operations) Haider Ashraf, senior officers, in-charges of the investigation wing of Lahore police, and representatives of PITB and mobile company were also present on this occasion.

Highlighting salient features of the project, SSP (Investigations) Ayaz Saleem said that initially crime incidents of five different natures have been included in the Golden Hour project including bomb blast, kidnapping for ransom, murder, dacoity-cum- murder and rape.**

In such a case, the in-charge investigation of the concerned police station will respond to the crime happening within minutes.

The investigators will be bound to cordon off the crime scene immediately besides collecting evidences including blood spots, fingerprints, explosives, and other substantial evidences and material within the first hour of the happening.

**“The first hour (after any crime happening) is the most important moment as far evidences collection is concerned.
**
The more the evidence collection is delayed, the lesser are the chances to solve the mystery,” city’s top investigator said while giving a briefing about the plan.
Because of this logic, Ayaz said, the project has been given the name of golden hour and 100 police officials including In-charge investigations have been imparted proper training for this job.

In the golden hour, the in-charge investigation will take photograph of the crime scene and make a video which will be mailed to the Criminals Record Office (CRO) by using 3G mobile phone technology.

This is an important initiative to preserve evidences in cases of crimes of heinous nature, he added.

Under the second application which is investigation toolkit, at last eight facilities are available in CRO branch including Nadra data, call data, location tracing, record of stolen vehicles, and record of registered vehicles.

This information will also be shared with the relevant investigation officers and admin officers through the mobile phone applications.

Addressing the participants of the meeting, CCPO Amin Wains said that all policies of Lahore police are aimed at solving the problems of common man and by providing them justice at grass root level.
He hoped that this initiative would prove a milestone in the history of Lahore police with regard to arrests of organized gangsters.

He also said that recently launched projects of admin officers’ deployment in police stations, sharp cops, soft cops, and mobile tracking units are a few working examples.
Such policies are being implemented to reform the traditional policing in the provincial metropolis, he added.

He also said that following the appointment of admin officers in police stations, there is a visible change in police culture.
“Our plus point is this that we have the support of the community and the provincial government in this regard, he emphasized.

Meanwhile, the Lahore police chief also thanked Punjab Information Technology Board and others for preparing investigation toolkits and golden hour projects.

  1. Have the police offices been adequately trained to use this system?
  2. What are the chances that the devices will remain functional and people would not have to hear , “machine kharab pari hai” :bummer:
  3. How secure is the data transmission from the device to the server?

panchi pai ka kaam hay NS aor SS ko promote karna. Yeh baten us ki samajh se bahir hain. The main problem is when these gadgets and their parts will be sold in ‘gwala mandhi’.

point 1 is the major issue, even police officers would resist training process with lame excuses as it reduce corruption.
point 2, multiple devices which are point-of-operate independent should help.
point 3 should not an issue, as devices should work over VPN.

Somebody can correct me or confirm but I’ve heard that the electricity situation is terrible in Punjab and any vpn connectivity will require servers to be running to get hooked on.

vpn servers have virtual private networks, can be purchased and need not to be necessarily installed in Pakistan. that it can work with internet access.

Fair enough. That’ll work fine in bigger cities but what about the remote areas? Do they have good connectivity? I mean not to undermine the efforts ofcourse its a step in the right direction but there are a lot of dependencies which have to be taken into consideration as well
