I think the basic tenents of Islamic belief, those things which are generally taught in Islamiyaat are also taught proficiently enough in most madrassas. Beyond the basics, if your looking for Islamic philosophy, jurisprudence etc, well many universities offer that i believe. Still. a lack of quality Islamic education should be the concern of the Ulema, not the govt, which itself probably turns to the same Ulema to establish its standards. Everyone has their partcular brand of Islam they prefer, their particular view on particular issues. Better to allow parents to judge the merits of various institutions and individuals on their own, instead of relying on the govt to subject their children to a one shoe fits all ideology.
