The Canon Law jurists are not unanimous as to the value of the property stolen, which would involve the penalty of the cutting of of the hands.
What I would like to discuss that nowadays, we don’t see/read/hear about such penalties are executed. What could be the reason?

Because the lawmakers and those in Government would end up being punished for stealing from the baitul Maal!

The reason for this penalty not so prevalent in for instance Pakistan could be that People and The Courts do not care as much about pilfering on a small scale like shop lifting as they are worried about loosing their livelihoods when those in power are so busy grabbing everything in sight!
one could say it is a matter of priorities!
