You don’t have to worry about that coz you won’t be running a small district (let alone a country) even in your wild fantasies if you are so ridiculously baffled over the question of ‘how’ governments enforce changes.
Obviously there’d be a need for strong law enforcing institutions, an efficient police force, strong surveillance, flow of new anti terrorism and crime legislations as well as strong local enquiry and judicial system to combat terrorism in Karachi or anywhere else for the matter.
Honestly do yourself a favour and do some research on PTI, it might add some life to your arguments.
