The problem is that ‘quality of education’ is intangible and cannot be measured. Quality of, for example, cars or medicines can be measured and regulated. It should be left to parents to decide if they fees they are paying is too much or too little for the kind of education their kids are getting. They should, ideally, be the best judges. The government doesn’t intervene into, say, quality clothing being produced and the prices being charged to the customers. They should only intervene if there is some kind of fraud or misrepresentation going on.

I disagree.
Anything can be measured as long as you set standards. The same applies to education. You can set benchmarks and measure against those to justify fees.

Right now private schools in Pakistan are all about who started them and where they came back from…not at all about the quality of student they are producing.

Without setting benchmarks that align Pakistan with international standards, Pakistanis will continue to pay through the nose for education that is not recognized anywhere in the world.
