by local i mean calls within Pakistan.

Here you go:
PTCL charges 2.01 Rupees per unit.
For local calls within the same city, the duration of one unit is 5 minutes during the day and 10 minutes in the evening. From midnight to 6 AM in the morning, these local calls (only within your city) are free.
Long-distance calls (more than 25 km away from your place) are charged differently depending on the time of your call. You can find the details at the link given above.

Calls beyond the local area, but within a 140km radius are a little over 5 rupees a minute from 7am to 6pm....after 6pm, rate drops to 2/3rd of that...around 3.50 i think...and after 9.30, it drops to 1/3rd..
Beyond 140 km, anywhere in the country, peak time calls are charged at a little over 8 rupees a minute. After 6pm, that drops to 2/3rd, around 5.50 a min....and after 9.30pm, drops to 1/4th...around 2.50 min i think.
Calls to local cellphones are 2.80 a min....and to cellphones based out of your city are around 6 or 7 rupees a min....flat rate all day
