Allama envisaged loose confederation of muslim states, bhagat was leftist-atheist and was above religious politics, secondly when he decalred himself as atheist it is wrong to continously project him as sikh

Sikh or atheist both are covered under one term. Non-Muslim.

BTW I think Shadmaan is not a new road / chowk, even people who don’t live in Lahore know the name of chowk. So apart from religious status of Bhagat Singh, changing a well known name of a place is also problematic
