Prosperity in India causing global food crisis: Bush

Prosperity in countries like India is good but it triggers increased demand for better Nutrition, which in turn leads to higher food prices, United States President George W Bush [Images] has said.

The comments come close on the heels of US Secretary of State Condoleezza Rice’s [Images] controversial statement that ‘apparent improvement’ in the diets of people in India and China and consequent food export caps is among the causes of the current global food crisis.

At an interactive session on economy in Missouri, Bush argued that there are many factors for the present crisis, only one of which was investment on biofuels like ethanol.

“Worldwide, there is increasing demand. There turns out to be prosperity in developing world, which is good. It’s going to be good for you because you’ll be selling products in the countries, you know, big countries perhaps, and it’s hard to sell products into countries that aren’t prosperous. In other words, the more prosperous the world is, the more opportunity there is,” the US President said.

“It also, however, increases demand. So, for example, just as an interesting thought for you, there are 350 million people in India who are classified as middle class. That’s bigger than America. Their middle class is larger than our entire population.”

“And when you start getting wealth, you start demanding better nutrition and better food, and so demand is high, and that causes the price to go up,” he said.

Bush also listed change in weather patterns and increase in basic costs like that of energy as factors contributing to higher food prices.

“No question that ethanol has had a part of it. But I simply do not subscribe to the notion that it is the main cost driver for your food going up,” Bush said.

Several international experts have in recent days held biofuels, until recently cast as a miracle alternative to polluting fossil fuels, for being responsible for usurping arable land and distorting world food prices.

“Actually, the reason why food prices are high now is because, one, energy costs are high, and if you’re a farmer, you’re going to pass on your cost of energy in the products you sell, otherwise you’d go broke.”

“And when you’re paying more for your diesel, paying more for your fertiliser because it’s got a lot of, you know, natural gas in it, in other words, when your basic costs are going up, so does the cost of food,” Bush said.

He said there are two aspects of rising food prices – its effect on US citizens and the fact that there is a food scarcity in the world.

“We don’t have a scarcity issue in America…We got a price issue. Our shelves aren’t going empty, it’s just costing more money,” Bush said.

“There is scarcity in the world, and I happen to believe when we find people who can’t find food we ought to help them find it,” he said adding, “America is by far the most generous nation when it comes to helping the hungry.”

“We’re an unbelievably compassionate nation,” he said.

“I think we ought to change our food policy in Africa and other developing countries…buying food directly from farmers as opposed to giving people food. I think we ought to be saying, 'Why don’t we help you be able to deal with scarcity by encouraging your farmers to grow and be efficient growers? Otherwise, we’re going to be in this cycle forever.”

An American ate 1046kg of grain in 2007(946kg in 2003), equivalent to almost 5 Indians. Milk consumption is 78kg per year in US, 36kg in India, 11kg in China. Vegetable oil consumption 41kg per year in US, India 11kg. Beef in US 42.6kg per person per year, 1.6kg in India and 5.9kg in China. Chicken - 45.4kg in US, 1.9kg in India. Pork in US 29.7kg, 42.6kg in EU, negligible in India, 35kg in China. Africa - 162kg grain per year per person or about 445 gms per day.

Think about this:

Before Bush makes such a statement, there is actually two or three groups that sit down and concoct such statements, then someone goes and tutors this guy. This 'analytical' and speech-writing groups probably have a couple of ph.d's and comm experts and what not.

Although, this is not directly related to the topic but regarding the flour crisis in pakistan, I keep hearing and reading in news papers about the smuggling of flour in pakistan. There are atleast 10 news daily about the smuggling of ataa (flour) in pakistan. After reading those news, I always wondered where is that ataa being smuggled to? And who is smuggling flour out of the country and creating this ataa crisis?

Whats wrong with these statements? Or do we just like to make fun of it? Does any one have "counter" theory? Howcome no country on larger scale had prior announcements of "shortfall in production of rice, wheat.... " but all of a sudden everything is short.

The ataa is being smuggled to Afghanistan and to Central Asian countries.

No matter how bad the so-called flour crisis is in pakistan, it is nothing compared to the amount that flour costs have risen in Afghanistan and Central Asia.

Part of the problem is that most of Afghanistan's wheat-producing areas are now producing opium instead. Afghans are using drug money to buy smuggled Pakistani wheat and making our people suffer.

In Central Asia, wheat production has not kept pace with population growth. They are utterly dependent on imported wheat now.... creating a thriving black market.

As for Bush, he is just an idiot. The USA is one of the world's leading wheat providers, but in the effort to stop beng dependent on imported oil, the USA is now producing crops for use as fuel domestically rather than for food for export. This puts further pressure on the international wheat market.

Is he really an idiot for trying to shift the blame elsewhere? Or is he an idiot for trying comment on it? Or is he an idiot for pursuing a program to reduce dependence on imported oil which has no forseable good results?

Hello!

This is a very naive statement by Mr.Bush and the surprising thing is that a few others, including some economists have said that.

It is a fact that India is becoming a bit more prosperous and yes, with prosperity consumption is bound to go up. But that happens gradually, not all of a sudden in one season.

There have been some crop failures but not to this extent. There has to be significant speculative activity going on.

Mr.Bush may not have understood that such statement can sound insulting to people of India.

I will advise him to take a hard look at allowing brazilian cane based ethanol instead of forcing conversion of corn to ethanol.

He should also have his father the srnior Mr.Bush to use his Carlisle Group connection to sit down with the Saudi Arabians and figure out why the OPEC cartel members themselves are also one of the biggest forward traders of oil.

Major damage has been committed by Mr.Bush's administration to international economy and relationship and I will blame that rather than us poor Indians eating one more roti.

India and like countries who are prospering and experiencing unsustainable population growth need to enact law which will limit the number of children people are having.

By curtailing the population as China has done (admirable) by enacting the number of children people have the countries would not be overburdened in feeding their hungry masses.

Population over growth is as insidious as is pestilence upon crops, freaky weather upon the land, escalating oil prices, and natural catastrophe's.

Yes India does seem over crowded. But I am not sure about two things.

  • What is the correct level of population? If it is below some threshold, regardless medical advancements, in many European countries the population actually seems to diminish inexorably.

  • It seems to me that non-agricultural areas get a lot more crowded than agricultural areas. As long as the correct balance is struck in the distribution of agro and non-agro landmass, what's wrong if the rest of the country develop to the density of not Mumbai but, say Pune?

My point is not to support population explosion to infinity but I just can't see how you can force a limit
