There is this girl that I like and my bro has seen her picture also… the thing is that my dad wants my bro to get engaged very soon. Should I talk to the girl or ask for her number and let my dad do the whole talking with her parents?? Do I have to tell her/ask for her permission?? Plz folks help needed!

nothing to tell, just let your parents involve and do not proceed until they get into it as things get out of hand and then everything gets messy without the supervision of the elders.

Your father should speak to her father before anything happens. Some people mind when you approach their children directly before speaking to them, mine did. So just to be respectful, have your father speak to her father first, have him suggest the idea of the two parties meeting and then if things go well from there...they can talk on the phone.
