I don't do a spot treatment actually...no help there. I have heard ginger root is good for that though. Under eye circles - I am trying out vitamin e oil for now - let's see how it goes.

I like toothpaste for spot treatments 
. Witch Hazel toner to calm them down. But it only works for little to medium size spots IMO for me.

Origins Super Spot remover is quite a raved about product for spots, I haven't tried it out myself though.
I have dark circles too and I've given up on making them disappear so instead, I use the Bobbi Brown corrector under my concealer...it doesn't make them disappear 100% but it does do quite a good job!
