I am planning to open a small business organization in the state of NY. What are the sets of steps to follow? I’m in suffolk county.

I know how to open a company in Pakistan but no clue about USA and as far as I know each state has a separate law ! you'll have to meet a corporate lawyer to get this info.

Depends on what kind of small business it is Corp, S-Corp, Proprietor etc. You should be able to dig this information out on your state's website. Check out SBA website as well.
