should prisoners be sent to prisons to be punished or rehabilitated?

prisons are more like a.......criminals' reunion joint!...they serve, they train, they come back with more tricks up their sleeves. the only one going to prison should be the one(s) that will very likely remain there for a very very very long time so they don't intermingle with their 'associates'.

Rehab for every single criminal in the country? Thats practically not possible because for a simple reason that it is expensive.
Hudood is the way to go. Inexpensive and effective. It almost guarantees you that the criminal wouldn't do the crime again.

I agree with Sharaabi. Hudood includes all the rules/regulations & laws (i.e. Shariah) which you implement in Islamic State (which we don't have today). You can read about it from past where Shariah was implemented in times of Abu Bakr and those that came after, and see how much effect it had. And you can compare it with today. Criminals today know that nothing will happen to them and they'll just be going back to Hood # 2 and chill with their homies so they don't really care even if they get caught. I agree with teggy where he said that prison is like 'reunion joint' for criminals where if they get caught, they come back to their second crib. When the shariah is implemented and the criminals are punished the way the Almighty told us to punish them, I want to see how many come back for the same medicine.
