KARACHI - PML-Q leader and former Sindh chief minister Arbab Ghulam Rahim was hit on the face with a shoe by a PPP supporter when he was leaving the provincial assembly through a side entrance who evaded the security personnel guarding him.
Arbab, who was CM when late PPP chairperson Benazir Bhutto’s homecoming motorcade was attacked by suicide bombers in October last year, has been target of the PPP workers since the new assembly was convened on Saturday last.
Arbab was escorted by a police contingent to the assembly Monday morning and avoided the main entrance while entering the building. As Arbab sat in the assembly before taking oath, PPP workers in the visitors’ galleries shouted slogans against him while using abusive language and flung shoes, which hit Arbab on the shoulder.
Arbab Ghulam Rahim, who could not take oath on the opening day of the Assembly on Saturday because he was attacked and was not allowed to enter the house, took oath on Monday.
The attacker was identified as Agha Javed from Shikarpur. The same man had got his right hand cut on Saturday when he tried along with a number of workers to break one of the doors of Speaker’s gallery. The attacker was removed from the gallery but after some time he returned to the gallery and remained there for more than an hour.
Though the assembly secretariat had cancelled all passes issued for the visitors’ galleries after the fracas on Saturday, a large number of PPP workers were present within the building on Monday.
A woman PPP activist b*****shed chappals in her hands and said, “This man said so many insulting things about a good woman like Benazir Bhutto. We will not spare him.”
Senior PPP leaders like Nisar Khuhro failed to cool the tempers of the party workers. Media reports last year had said that Benazir had named Arbab as one of the persons posing a threat to her life but this has never been officially confirmed by the PPP.
The members of PML (Q) left the house with Arbab after he had taken oath and signed the roll book of the Assembly. Later on, the members of the PML (F) also left the house.
The incident of attacking former chief minister Sindh Arbab Ghulam Rahim both inside and outside the house by workers of the PPP led to walkout of MQM from the Assembly and cast a shadow on the oath taking ceremony of the newly elected Speaker Nisar Ahmed Khuhro and Deputy Speaker Ms Shehla Raza of Sindh Assembly.
Amidst ear splitting noises and agitation in the visitors’ gallery, the roll book was brought to the desk of former chief minister, who signed it and left immediately.
When Arbab Rahim was leaving, another group of the PPP workers including some ladies mobbed him in the corridor and tried to hit him with the shoes and ladies sandals. Though Arbab was with heavy security cordon, one of the workers hit Arbab on the head with a shoe, which was caught by the TV cameras and shown all over the world.
Talking to a private TV channel, Dr Arbab said that the incident was pre-planned. He said that PPP has tried to take revenge on him for his contesting the elections against their candidates.
He said that “Jialas” were present in the House and in Assembly building in a large number and he came out only after saving his life. He said his going to the House has been made things difficult for him.
Arbab Rahim was rushed to his vehicle and driven away out of the Assembly premises as some of the workers run after his vehicle and hurled stones at it.
When speeches were being made by the PPP members in praise of outgoing speaker Syed Muzaffar Hussain Shah, the MQM leader Adil Siddiqui entered the hall and from one mike informed the Chair and the House that the former chief minister had been attacked. He said the attack was negation of democracy. The former chief minister was the honourable member of the House and deserved respect and security like any other member of the House, he said. He announced that to protest against the incident the MQM members would walk out of the House.
As he announced this all the MQM members went out of the House.
The Chief Minister Syed Qaim Ali Shah followed the MQM members and tried to persuade them to come back in the house.
At this point the Speaker adjourned the House for ten minutes.
However, the adjournment lasted more than an hour and the House met again around 2PM. The newly-elected Speaker Nisar Khuhro offered apology in the House on the incident.
The House also offered Fateha on May 12, Karsaz and Liaquat Bagh incidents.
Meanwhile, the session for the purpose of oath-taking by new Speaker and Deputy Speaker of the Sindh Assembly was summoned to meet at 9:30 am but the proceedings could start only at 12:15 pm with recitation of Holy Quran and Naat.
The outgoing speaker Syed Muzaffar Hussain Shah announced that there was only one candidate for the Speaker’s slot and one for the Deputy Speaker’s seat and both the candidates were elected unopposed.
Nisar Khuhro took the oath of his new office from the outgoing speaker Syed Muzaffar Hussain Shah. The newly elected Speaker Nisar Khuhro later administered oath to Deputy Speaker Shehla Raza.
Khuhro is the 14th Speaker of Sindh Assembly for a five-year term.
The two took oath in the absence of MQM legislators who boycotted the session in protest to violence against Arbab Rahim.
After taking oath, they were profusely greeted by visitors in the galleries with slogans of “Jiay Bhutto” while Assembly members greeted them with thumping of desks.
They were felicitated by a number of MPAs including Jam Saifullah Dharejo, Dr Sikandar Mahendro, Jam Tamachi and others.
They hoped that as Speaker, Nisar Khuhro would take all the MPAs and parties along with all impartiality and help solve the problems of the province and its people.
They said that after Syed Muzaffar Hussain Shah, he can prove his true replacement and hopefully the Assembly will be conducted on time and carry out practical business.
Nisar Khuhro is a close compatriot of late Benazir Bhutto and has remained President PPP Larkana Division.
Shehla Raza has also been an active political worker of PPP and during her studentship was President People’s Students Federation.
In the 71-year history of Sindh Assembly, it was for the second time that Speaker and Deputy Speaker were elected unopposed. It was in 1986 when Speaker and Deputy Speaker were elected unopposed in the PPP’s coalition government with MQM.
Khuhro started his speech by recalling his association with Muzaffar Hussain Shah going back to 1968 and paid rich tributes to outgoing speaker who he said conducted the affairs of the Assembly intelligently and with political sagacity.
He said he would try his best to come up with the expectations of the House and the Chair.
Designated Chief Minister Syed Qaim Ali Shah, while eulogizing the services of Syed Muzaffar Hussain Shah, said that he had accommodated the opposition well. Though at times there were exchange of hot words during the proceedings but Muzaffar Shah tackled it skilfully and politely and kept the proceedings of the house moving.
Meanwhile, Syed Qaim Ali Shah was elected unopposed Chief Minister Sindh in a special session of the Sindh Assembly here on Monday. He got 90 votes out of 159 members who had taken oath. The total strength of the assembly is 168.
The final count of votes in his favour was far less than expected number because of the boycott of the session by the MQM members. The MQM legislators walked out of the house before the formal induction of the new Speaker and the Deputy Speaker in protest against the manhandling of the former chief minister Arbab Ghulam Rahim in the Assembly.
As many as 51 members of the MQM did not take part in the election of the Chief Minister and did not return to the house after their walk out even when Syed Qaim Ali Shah had formally been elected unopposed CM being the only candidate for this slot.
Eight members of the PML-F who had already decided to vote for the CM and other offices also did not take part in any of the elections, which further decreased the final count in favour of the PPP candidate for the slot of the CM.
It is pertinent to mention that after an understanding the MQM had decided to withdraw from the elections of the three offices in favour of the PPP candidates.
After which 16 members moved an identical motion which read,” Syed Qaim Ali Shah MPA, commands the confidence of the majority of the members of the Sindh Provincial Assembly to be the Chief Minister of Sindh as contemplated by article 130-2 (a) of the constitution of Islamic Republic of Pakistan”.
The members Pir Mazhar ul Haq, Agha Siraj Durrani, Murad Ali Shah, Ayaz Soomro, Shazia Marri, Jam Saifullah Dharejo, Sassui Palejo, Haji Muzaffar Shujra, Saleem Khokhar, Lalchand, Fayyaz Ali Butt, Manzoor Wassan, Makhdoom Jameel, Zulfiqar Mirza, Munawwar Ali Abbasi and Ameer Nawab read out their motions separately.
Our Monitoring Desk adds: President Pervez Musharraf and Prime Minster Yousaf Raza Gillani expressed deep concern over the manhandling of former Sindh chief minister Dr Arbab Ghulam Rahim at Sindh Assembly, reported a private TV channel Monday.
According to a press release issued from Governor’s House, both the President and Prime Minister phoned Governor Sindh Dr Ishratul Ibad and expressed concern over Sindh Assembly incident. They termed the occurrence against all the democratic values and ordered an immediate inquiry into it.
