Dr. Shamshad Akhtar took over as Governor, State Bank of Pakistan on 2nd January, 2006 for a three-year term. Dr. Akhtar, who is the first woman and the 14th Governor of the State Bank since its inception in July, 1948 brings rich experience, both national and international, to her new assignment. Prior to her appointment as SBP Governor, Dr. Akhtar has been serving the Asian Development Bank (ADB) as its Director General, Southeast Asia Department since January, 2004. Earlier, she was Deputy Director General of the Department. She also held the position of Director, Governance, Finance and Trade Division for East and Central Asia Department of ADB.
Dr. Akhtar began her career in ADB in 1990 and rose to the position of Manager in 1998 after serving as Senior and Principal Financial Sector Specialist. She has been ADB’s Coordinator for APEC Finance Ministers Group from 1998-2001 and has served on a number of ADB committees including the Reorganization Committee, Appeals Committee and Oversight Committee etc. She has interfaced and represented the Asian Development Bank at the Bank for International Settlements and the International Organization of Securities Commissions (IOSCO). She has developed a broad regional expertise in financial and economic matters of Central Asian Republics & Southeast Asia including the People’s Republic of China. Before joining the ADB, Dr. Akhtar worked for 10 years as an Economist in the World Bank’s Resident Mission in Pakistan. In Pakistan, she also worked briefly with the Planning Offices of both the Federal and Sindh Governments. She dealt with wide ranging subjects which covered analysis of macroeconomic situation, finance and money and structural reforms of key sectors including industry and agriculture. Her work included papers on taxation system of Pakistan, state of inter-governmental fiscal relations, poverty incidence & its dimensions and foreign direct investment etc. Dr. Akhtar also contributed to the development of diversification of financial markets including the analysis of monetary policy and state of banking industry (at the World Bank) and restructuring of the Securities & Exchange Commission, Insurance Commission and worked closely with the private sector including the stock exchanges of Pakistan. She has been advising the central banks on reforms of financial markets. Dr. Akhtar has also been dealing with the banking sector’s legal, regulatory and institutional reforms while advising on diversification of the industry to exploit long term funding through development of bond market.
Born in Hyderabad, Dr. Akhtar had her earlier education at Karachi and Islamabad. She has had an excellent academic record. She graduated from the University of Punjab with a B. A. Economics degree in 1974. Dr. Shamshad Akhtar has an M.Sc. in Economics from the Quaid-e-Azam University, Islamabad, an M.A. in Development Economics from the University of Sussex in 1977 and a Ph.D. in Economics from the U.K.’s Paisley College of Technology in 1980. She is a post-doctoral fellowship Fulbright Scholar and was a visiting fellow at the Department of Economics, Harvard University in 1987. Dr. Akhtar has presented numerous papers on economics and finance at international conferences/seminars/symposia. Her research interests are on Monetary and Fiscal Policy, Banking and Capital Market, International Finance Architecture, Regulation and Supervision, and Industrial & Corporate Restructuring.

President Musharraf unveils 5-point agenda for empowerment of women
President General Pervez Musharraf on Tuesday while unveiling a five-point plan for the empowerment of women urged them to reject those who deny their rights and to vote for moderate forces in the next general election. He was addressing a large gathering of women here at the Jinnah Convention Centre to commemorate the passage of Women Protection Bill. The President identified political and economic empowerment of women, legislation to provide justice, end of unjust social practices, gender mainstreaming and violence against women as the target areas, where the government was focusing. “There is a long struggle ahead and you need to stand united and I will stand by you,” the President said amidst thunderous clapping. “Reject those who are against your progress and do not vote for them,” he added. The President, along with Prime Minister Shaukat Aziz and Minister for Women Development Sumaira Malik addressed the gathering that was attended by hundreds of women belonging to all sections of society. President Musharraf cited the example of Hazrat Khadija (RA) who was a successful businesswoman and said how can anyone speak against the working women today. He also mentioned the role of Muslim women during the “ghazwas” [battles] and said the government was committed to restore the dignity, honour and self- esteem of women, as accorded to them by Islam.
President Musharraf said the women protection bill aims to provide the same and vowed that more legislation was underway to ensure they get justice in all spheres of life. The President stressed for economic empowerment of women through capacity building and by getting higher education. “You need to be strong enough to fight for your rights without being dependent on anyone,” he added. He recalled the draft bill submitted to the National Assembly secretariat by the Pakistan Muslim League President Ch. Shujaat Hussain to bring about necessary changes in the law of inheritance related to women, divorce, barter marriages, forced marriage, marriage with Quran and wani - marriage to resolve disputes. “All these matters have ulterior motives and are mainly related to property issues,” he said and added the government was proud to take these issues head-on and bring these according to Islam. The President also dismissed that the Women Protection Bill (WPB) was against the teachings of Islam and called for a clear differentiation between the ‘Hudd’ laws and the man-made ones. “The Huddood Ordinance is a man-made bill, enacted in 1979 and can be changed if its clauses deny justice or there is any mistake,” he added. President Musharraf said there were either those who were opposing it for the sake of opposing him, and those who were doing it sincerely. He categorised the first as “hypocrites” and said the others were sincere and have a right to express their point of view. “The Council of Islamic Ideology is an authentic institution, they consider it [WPB] according to Islam and the nation must believe in it.” He said the government was duty-bound to remove injustices against any section of the society and was bringing about necessary amendments in the legislation. The President said that the people listen to the recitation from the Holy Quran with great reverence, but regretted that there was no practical implementation of the teachings of Islam. “We are an Islamic Republic, and no bill can be imposed in the country that is against the teachings of Quran and Sunnah,” the President said. He said women were among the three underprivileged sections of the society including the poor and the minorities that deserved much better treatment and equal rights. “Our Constitution accords equal rights, irrespective of caste, creed or sex, and we are here to put this in practice,” he added.
The President said “ours is an elitist society and we must give a voice to our poor.” The Minorities, he said, have been given Joint Electorate and reserve seats to mainstream them. The President recalled the bill barring Honour Killing and the Presidential Ordinance on Women Prisoners that secured release of over 1300 prisoners. He said the passage of the bill was a historic moment and described it as “an aggressively progressive - a true example of progressive Islamic society.” President Musharraf said there were now 22 per cent women in the National, Provincial assemblies and 33 per cent at the Local Government level, the job quota in civil services has increased to 10 per cent, they were working in the Pakistan Air Force, Pakistan Military Academy, PIA, as teachers and other nation building institutions. The President however urged the media to play its role by creating more awareness about the rights of the women, their place in society and the dignity accorded to them in Islam. He also noted the role of the Non-Governmental Organisations in highlighting the problems of women, however said they should refrain from taking up such issues at international fora as it brings a bad name to the country. President Musharraf greeted the nation, particulary the women on their achievement, the parliament and all those “moderate political” forces that supported the bill. The President also announced a Rs 2000 monthly stipend for the women councillors and said the amount may increase in future, with better economic conditions of the country

we cannot have a lawless constitution that is unfair to women. we must have it fair to all citizens and if a man gets recognition, then he better have deserved it.

^ this is the same guy who was quoted in public saying "women in pakistan want to get raped to get canadian visa" during the mukhtar mai caseand he is the same guy who did not support the Dr. who got raped in Baluchistan by an Army captain...
So I really think your question of him deserving it or not....remains a question mark...

It appears that he won the award inspite of his statements, and inspite of the dr case in baluchistan. no one said he is perfect. But the decision makers felt that he deserved it.

about the case of Capt who allegedly raped the doctor.. Musharaf stated that teh Captain was innocent!!! without any investigation and trial the captain was declared innocent by president of Pakistan!! such is case of justice in Pakistan under army rule..

No other Pakistani leader (female or male) before Musharraf has won this award, and that is testimony enough of the huge strides he has made in the advancement of women's rights.

Ironic how ppl are still concerned about what Mush merely "said" about women having been raped and then applying for foreign visas and overlook how much he has "done" to empower and protect women. Unfortunately the 1000 *misdeeds *of the corrupt are ignored in comparison to 1 *misstatement *of a sincere and honest man.
As far as the statistics concerning rape victims, their visa applications between 2002-5, and the number of NGOs and social workers getting aid, attention, fame and grants at the cost of these victims and Pakistan's dignity, is concerned, I'd advise anyone to go through the leading dailies during the years mentioned above to honestly judge what Musharraf said was true or not. Of course he's no animal to mean it the way ppl took it. But what he pointed at was the attitude of the opposition, NGOs, social workers etc who defame Pakistan for personal reasons. Like everyone knows, unfortunately many women are raped every hour in US, UK and Canada as well. Do their social workers or NGOs go to other countries and blow the trumpet? Pakistan is not the only country where such unfortunate crimes take place. Plus, eventually it has been Gen Musharraf's govt that brought justice and a privileged post trauma life for many victims over the past few years. The NGOs have been around for decades. Who let them actually do good work? Heck, Mukhatara Mai has a best seller biography to her credit now and there's talk of a movie on her too.
The whole issue though ends smartly in how Gen Musharraf expressed yesterday that many efforts are being made to protect women, not just from rape but many social evils. However elements that tend to defame Pakistan or gain an edge at Pakistan's expense, shall not be tolerated. And rightly so!
As far as the accused Capt Hammad of Dr Shazia case in Sui was concerned. He was not released 'without any investigation'. There was through investigation incluing DNA tests.

Active male involvement creates an enabling environment for men and women by filling the gender gaps to establish a gender balance with modified thinking, attitude and behaviour, added the paper. The International White Ribbon Campaign was started in 1991 when a handful of men in Canada decided to take responsibility to urge men to speak out against violence against women. Subsequently, they decided that wearing a white ribbon would be a symbol of men’s opposition to men’s violence against women.
