My brother has recently graduated in Bachelors in Urban engineering and is unemployed now. I am thinking to send him to KSA or dubai on visit visa so that he can search job and get it.

To obtain a visit visa for KSA or Dubai, you need a local sponsor (from KSA or UAE) than only you can obtain visit visa. But if you wish to apply for ‘tourist visa’ or ‘business’ than you may visit their official website for more info.

1) attested degreed from HEC, Foreign office, Saudi Embassy and Sauldi culture office (only for KSA)
2) I would say KSA
3) He must need 3000 riyal per month to live without job atleast, but it depend on his lifestyle
4) do job hunting through online, make sure top 100 companies are on his finger tips, his resume is updated, he personally visit all offices, he make sure he has some experience on resume as well
5) he must have car here or atleast enough backup of funds to finance himself to bear cab expenses
and above all, motivation and courage to face circumstances

^ he need to contact local reliable agents in Pakistan. Or else he should contact his known people in KSA to arrange any residence visa. On that he can work.
Make sure, visit visa would NOT be better option. Because companies in KSA don;t accommodate visit people unless companies have their own visa's which is only possible in top 100 companies
