My take - practice is far more important than appearence.
Why? - recently I have come to realize most of these hijabbis and darri wallay bhai log are covering up their 'real' nature. (Highly over generalized)
It's sad that we, as a community, give more praise to a head scarf than to those who worship with a pure heart.
Not saying that those who wear hijabs aren't pure, but it's easy to throw a piece of cloth over your heads because it's expected... but to understand why you're wearing it, what the benefits are, etc, is FAR more important.
At the same time, I dont think one needs to "appear" religious to actually be truely religious.

both are EQUALLY important...Islam is a way of life...how can you ignore one or more aspects of life one lives.

it is believe which makes you muslim. you are being muslim appearing muslim practicing muslim, but if that (believe) is not there. all are worthless,
on the other extreme, you are alcoholic, involved in major sins, worst person in community, but you hold believe , you are muslim.
p.s. "you" is not used for you.
Believe is substantiated by practice, and that is why according to some aalims, a be-namazi of 3 days is wajibul qatal as he is murtid (one who no longer believes). No aalim says that a nunga muslim is wajibul qatal. Thay is another example of practice is more important than appearance.

agar koi khatoon hijab pehntee hain to yeh sirf apperence nahi practice bhi hay ...k unhoon nay islam kay aol rule ko follow kia
kisi nay daarhe rakhe to Sunnat per ammal kia ..practice or apperence dono hai

Isnt appearance a part of the practice? A part of following islam? Or do you mean if someone is following/practicing some or most of islam with a pure heart vs someone just appearing to follow:hmmm: interesting
