If we consider the onion skin model … First comes belief, then comes character and then comes behaviour … Beards, hijab/Khimar, treatment of others and worship are all part of behaviour. The character governs the true shape of that behaviour which is unseen to other people but evident to Allah … RasoolAllah (SAW) came perfect character … That should tell us a lot.

Treatment of others is part of character not behaviour. Imam Ghazali said that in his book (very first few pages actually) quoting several ahadith.
