Makes some sense. Though ofcourse no law can be perfect, but this makes a lot of sense. The theory is that if you don't trust your party's choice for PM/Speaker etc, then might as well resign and run for the election on your own merit (and not on the party ticket) and see how many people still support you. Many people will vote for the election symbol/party and not necessarily the candidate.
I am always fascinated by the "zameer ki awaaz" which suddenly starts to sound so loud just when a vote of confidence is near. It always smacks of funny business.
In India, they tackle it differently, I believe. Over there, I think, if a sufficient number of members of a party decide to vote differently then they can do that without any repercussions. So its a percentage of total members, who can defect. I am not sure what percentage.

They should drop the (Q) and put a (L) with PML, PML(L) as in Pakistan Muslim League, Lota Group.
Faisal and Ahmed: Good posts, the Zamir ki Awaaz made me laugh, I don't know if you know this but I believe a senior general in charge of dealing with the politicos is called Zamir.
Maulana Fazlur Rehman used that same line with a double meaning saying the lotas voted because of Zamir Ki Awaaz!!!!
Anyway lota'ism is very much a issue in India as well, I'm not sure what the exact solution is, I suppose the only way to balance it is to punish those people who actually receive rewards for changing their vote?
To elaborate on somethings asked:
LFO: Legal Framework Order; basically it decides the rules everybody is operating under. Since the consitution is partially in operation; Mush is using those parts he likes and dropping the parts that aren't useful(like anti lotaism Amendment). The last time a LFO was in operation was during Yahya Khans time.
Lota: A Ugly looking plastic container lol ;)..meaning someone who switches party in exchange for some reward from the govt.
