I dont think that was the main point of OP. TLK was telling what ZM is for. Of course sanely, Govt has decided to do operation in whole Karachi (after ignoring/rejecting ZM’s point)

Sure, but his 2nd paragraph seems to go against that.

And the claim is Dr.Mirza didn’t want an operation in Lyari as it would hurt the PPP vote bank.

However this goes aginst common sense when the vast majority of Lyari residents want to see the crimiinal gangs eleminated, and would be grateful to whoever does it.
