Karachi is being bypassed in the eastern route but it goes through Lahore.
I think that more than the promise, which is important in building trust, about the western CPEC route, it goes back to Jolie’s point about the lopsided demography of Pakistan. A revitalized balochistan would shift some population as a truly operational gwadar can accommodate many millions of people. Look at America and how it is lighted up in whole mainland in night and even here, they are bemoaning that small towns are going away because of industry loss.
