Well! all i can say is you have to come to South Africa to see what life here is like, on one side of the street you'll see a multi-million rand mansion but on the opposite you'll see old women selling tomatoes while feeding their grandchildren cuz their own children died of aids.
I may not have been to South Africa but I have been to other parts of Africa and Asia and do know of the poverty. And what you are saying is present in all those places. Most beggars do go to beg in areas where rich people are. Go to Zamzama Blvd in Clifton, Karachi (shopping area etc) and you'd see similar beggars there.
