actually, this kinda activity is quite common on Indian Railways during hot summer daytime long distabce travel. these poor people get off at the stops and wash off dust and sweat and then comb their hair before hopping back into the train for another bout of 3-4 hours of onslaught of heat and dust until the next stop.
