The decision was announced citing the reason that the relief offered through farmers’ package was not part of the budget speech made by Finance Minister Ishaq Dar.
While giving an in-camera briefing to media, Secretary Election Commission Babar Yaqoob said that three pointers of the farmers’ relief package came under criticism.
These three points listed here:

  • Rs5,000 per acre to the farmers to the extent of 12.5 acres.

  • 2 per cent reduction in rate of interest for rice and cotton growers.

  • Rise from Rs2,000 to 4,000 in production index unit of agricultural land.

Earlier, the ECP had asked the government officials to explain](http://www.dawn.com/news/1208630) the announcement of farmers’ relief package by Prime Minister Nawaz Sharif ahead of the upcoming local body polls in Sindh and Punjab.
The prime minister had announced a relief package of Rs341 billion](http://www.dawn.com/news/1207268)on September 15 to revive the farm sector.
The package provides a direct benefit of Rs147bn to small farmers across the country whereas an additional loan of Rs194bn will be available to the agriculture sector.
The ECP code of conduct for LG polls](http://ecp.gov.pk/lgpunjab/coc/543.PDF) in Sindh and Punjab categorically states that the political parties and candidates participating in the elections shall not offer or announce any financial help to any person or institution after the announcement of schedule for elections.
Major opposition parties had already rejected the package for farmers and termed it a ‘pack of lies’ and gimmickry of the PML-N government aimed at influencing coming LG elections.
Through the aforementioned package, the government had decided to provide a cash support of Rs5,000 with immediate effect to the growers of cotton and rice as a direct relief.
The amount was supposed to be disbursed among the farmers owning a maximum of 12.5 acres of land. It will cost the government Rs20bn.
The amount will be equally shared by the provincial government concerned.

Good decision from ECP, let's hope this is not a smokescreen, where PMLN exploits some loopholes, gives explanation and ECP gives them a clean chit.

If it wasn't for PTI making noise on this, they almost got away with it! That's you need strong, belligerent opposition in the democracy as it keeps government in check.

Funny how PMLN decided to do something for farmers, straight after PTI's Khisaan convention in Hafizabad, lol.

This is how PML-N works.. i was in rural Punjab and that is in the strong hold of PML-N, when the villagers/farmers showed their displeasure against PML-N, saying NS have done nothing for farmer it is PPP who helps them out all the time.. to this i said, technically it is right...

and few week later, the package was announced, the farmers not very happy, but were satisfied to certain extent... now PML-N is going to defame IK by saying it is him who have made govt stopped from the relief package otherwise PML-N is working hard and bla bla bla...

remember.. half term is gone.. and after one year or so, it will all elections campaigns... and by then PML-N is going to improve this package again and bring it out... this time ECP stopped them... but wont be able to stop them a year from now... and that time it is going to win the hearts of farmers and once money in hand... farmers would be thinking had it not from IK ( for which PML-N have already started the campaign) they could have this money a year ago...

it is a master stroke from PML-N.... the Kissan Convention IK held earlier in August a great success too... is a lost case for IK now...because if Farmers comes out on road... Govt is going to blame IK for that..

Even when PMLN is caught with their pants down, their supporters call it a "masterstroke". Yeah the masterstroke Nandipur and Solar Plant was going to be.

PMLN and their supporters can take pride and pleasure in fact that PMLN could have rural areas under their thumb by blaming Imran Khan for their failures and frauds. But PTI on logistics and technicalities isn't ready to penetrate into rural areas. They may have sympathy and support, but not a vote bank for at least next five years.

PMLN has proved how so far all their "masterstrokes" have massively backfired and made them look in worst light than before. Of course their supporters give them too much credit for intelligence and planning that simply does not exist in their ranks.

you are free to believe that 2013 elections were massively rigged and IK was suppose to be the president or prime minister of Pakistan... dreaming have no tax (yet) and it costs nothing...

it is not you alone, almost every other PTIa thinks like that...

You aren't any different from PTIians you cannot stop talking about.

But yes I shall wait for PMLN's "masterstroke" wonders where they fraudulently blame IK for their failures and rule the rural masses again. Just like their masterstroke of pumping truck load of money in Nandipur and Solar Park was going to produce wonders to win public's heart.

No tax on dreaming at all. PMLN supporters know this better than anyone else.

اس فیصلے سے مسلم لیگ ن کو کوئی تنصان نہیں ہوا۔ بلکہ پراپیگنڈے کے لئے ٹول ہاتھ آ گیا ہے۔ اس سے پہلے ترقیاتی کاموں پر پابندی سے گلیوں میں بکھرا ہوا سامان جو گلیاں نالیاں بنانے کے لئے تھا وہیں پڑا رہ گیا اور لیگی بغیر کچھ کئے سرخرو ہو گئے کہ الیکشن کمشن سے عمران نے کہہ کر کام رکوا دیا ہے۔ اب نھی لاکھوں کسانوں کو دکھایا جائے گا کہ ان کے لئے وزیر اعظم نے جو تھوڑی بہت امداد کا حکم دیا تھا عمران خان نے اسے بھی رکوا دیا ہے۔
اس طرح عمران کی ایک منفی تصویر بن گئی ہے جو الیکشن میں لازمی ان کے خلاف جائے گی۔۔

that really sums up Noora's politics. soon they will put Nindi poor blame on IK as well, that it was IK who was not letting them run the plant.
i m not a PTIan either but to be honest this country really needs some genuine opposition otherwise these Noora's are going to ruin everything.
