That's just the reality of Pakistan. No security, no regard for personal property, no human rights, no law, no justice. This is just one minister. There are countless of other groups/politicians who do this on a daily basis.
The most that'll happen is the minister will want to pay this poor guy off, and then go on in his merry ways. The worst is that the poor guy will be found guilty and punished. Or him, his family, kids might be abducted or murdered.
