Pakistan People’s Party (PPP) was trying to form a “national reconciliation government” to steer the country out of crises and Pakistan Muslim League-Q (PML-Q) has agreed to the proposed power sharing formula.

According to the sources, PML-Q has been offered a Senior Minister, four federal ministers, eight ministers of state and UN ambassadorship.

The PPP was also in talks with old allies Muttahida Qaumi Movement (MQM) and Jamiat Ulema-e-Islam-Fazl (JUI-F) to join the government. A proposal of seat adjustment in elections with the new partners was also on the cards.

PPP offer puts PML-Q in a double bind

LAHORE: Facing a choice of either joining the federal government or see some 25 MNAs deserting the party, the PML-Q has, in principle, decided to join the federal government in the first stage, and later the cabinet.

According to party insiders, the PPP has been approaching the Chaudhrys through former law minister Babar Awan, who dropped in at their place here on Saturday again, with a big carrot and even bigger stick.

**“Mr Awan has quietly conveyed to the Chaudhrys that either they join the government or the PPP will be forced to take alternative route to keep its numbers game intact,” says an insider.

He has also softly told the Q-League that the budget session is a “do or die battle for the federal government and it is entitled to explore all options before going down and that splitting the PML-Q is one of them”.**

Already shrunk because of desertions on many fronts, the PML-Q has no option but to go along with the PPP, he said. The PML-Q has now realised that the PPP has been following a double-pronged approach over the past few weeks. On the one hand, it approached the Chaudhrys with “dream offers” — deputy prime ministership for Pervaiz Elahi, eight federal ministries and the chief minister’s slot for his son Moonis Elahi in case the PML-Q manages to win over enough MPAs to form government in Punjab.

“The Chaudhrys could not have dreamt for more and agreed to join the government.”

Once an impression of the Chaudhrys joining the federal government was created, the PPP kicked off a parallel process of approaching individuals, and hitherto loyal, party MNAs. It has, as per its own claim, lured 25 away from the Q-League. Once it hit the target number, it quietly conveyed to the Chaudhrys their shrinking political options — “either join the PPP government or see themselves reduced to a smaller group”.
Lose-lose situation

That is precisely where the Chaudhrys are stuck; they know they are doomed if they do and they know they are doomed if they don’t. “The Chaudhrys have conveyed the situation to their inner circle in the party, and are using it as a justification to join the federal government and cabinet,” one of the party leaders, who is privy to the goings-on behind the scenes, told Dawn.

The Chaudhrys now know once the desertions are made public, their party would further lose its political weight.

“They have also stopped talking about deputy PM or CM slots after realising their numerical weakness. Now they are trying to lend a moral dimension to the entire episode — talking about national agenda, inflation, terrorism and every good thing under the sun.”

The PPP, on its part, has not gone public with the list of MNAs it has already lured to avoid public, media and political pressure,” the insider said.

About the timeline of the PML-Q joining the federal government, he said: “Things will work out much before the budget — the most crucial concern of the PPP government. It has allowed the PML-Q some time, but asked it to decide before the end of next month so that the budget session remains smooth for the government.

PML-N in bid to protect PPP from blackmail?

LAHORE: As a power-sharing deal between the People`s Party and the Pakistan Muslim League-Q is maturing, the PML-N has indicated that it may save the PPP-led government from “blackmail of its present and would-be allies” during the approval of the forthcoming budget.

Sources told Dawn that a message to this effect had been conveyed through a go-between from Gujrat.

A PPP leader from Gujrat had called on senior PML-N leaders here on Sunday, seeking some serious steps from the latter, anticipating the situation worsening with the PPP-Q League deal entering its final phase, the sources said.

The visitor, who had been assured of full support against the Chaudhrys of Gujrat in the next elections whether he contested from the party`s platform or as an independent, was told on Sunday that a final decision would be taken after internal consultations, especially with PML-N chief Nawaz Sharif.

The PPP leader was informed on Monday that the serious steps sought by him would soon be taken.

The government was told not to be panicky about the budget as the opposition party would extend its help through parliamentary procedure in case the MQM refused to support the finance bill. It would also not hit hard at the government within and outside parliament, the sources said.

The sources quoted the PML-N leaders as saying that the party would not offer its shoulders for removal of the PPP government.

According to a PML-N leader, not only a couple of anti-Q League PPP leaders but also some members of the trading community are playing the role of a go-between to bring closer, or at least make less hostile against each other, the PPP and the PML-N leaderships.

By lending its support to the PPP, the PML-N would be able to check the PPP-PML-Q electoral alliance, curb the chances of return of the turncoats in Punjab to the Q League and thus save its provincial government a well as “foil attempts of the intelligence agencies to establish a national government of technocrats”.

None of the senior PML-N spokesman was available for comments on the reported development.

the way Nisar spoke against imran's sit in and ppp-pmlq alliance it seems PMLN is feeling threatened, and they are blaming every one else for that. They have themselves to blame for the position in which they are now; alone and by hitting at the isi and army openly I am pretty sure PMLN have lost any support that they might have with the establishment. I think they can read the writing on the wall, therefore maybe trying to use ppp's tactics of playing innocents to get some support.

I guess this servers PML-N right. They had turned a blind eye towards the massive corruption, lawlessness and america's slavery of the current govt. All this, just so that they could enjoy the govt in punjab for now and enjoy the federal govt next time. I am quite happy that this has backfired as we can see on a number of fronts:

  1. PPP has exploited this tacit support of PML-N by doing more load-shedding of both electricity and gas in punjab to tarnish the image of PML-N in punjab.

  2. PML-N has been exposed for this wait for their turn tactic and their lack of action on the massive lawlessness and drone attacks is now backfiring as other political parties such as PTI are bringing people on streets and denting PML-N vote bank.

  3. PPP will again exploit the tacit support of PML-N for it govt by allowing PML-Q key positions in punjab which will further dent PML-N.

PPP is corrupt and everyone knows it, but PML-N has also been rightly exposed.

No one within PMLQ is happy with the choudries, and according t o Musharraf, their representatives in the national assembly are "fence sitters" who will change allegiance the moment some new leadership/political setup emerges. There are so many subgroups within the party, like the forward block, likeminded etc. it's really a loose coterie of fragmented cliques created by Musharraf which will not take much time to unravel. In a future setup, the choudries know they can in no manner ally with PMLN, so the best bet for them is to leverage their relatively strong position now (compared to the future when the party unravels) to get the charges dropped against Monis Elahi.

I truly hope the PMLN shackle breaks in Punjab courtesy PTI -- but PMLQ is not likely to be able to pull that off the future, though you MAY see a strong PTI-APML alliance to challenge ganjaa dominance.

lets see how this deal goes through, like if finalized then the next step of both of these parties is to dislodge pmln from punjab…and i am sure pmln will be watching these developments cautiously and nervously…

PML-Q accepts invitation to join government

PML-Q agreed to join the government on a portfolio of five Federal and Seven State Ministers.

According to sources, Pakistan Muslim League Quaid (PML-Q) decided to join the government after President Zardari and the Chaudhry brothers agreed on a majority of matters. President Zardari agreed to withdraw the cases against the party leaders, the return of exiled leaders and assured to remove PML-Q’s concerns.

According to sources, views were exchanged on giving PML-Q a permanent representative in the United Nations. Sources also suggest that Prime Minister Yousaf Raza Gilani is likely to administer oath of the PML-Q minister before his visit to France while the PPP and PML-Q would form a government in Punjab by the end of August.

Earlier, President Asif Ali Zardari had officially invited the PML-Q to join the government. President Zardari invited the Chaudhry brothers for dinner where they met and agreed on the various matters regarding joining the government.

PPP government on the other hand is to make some adjustments in the departments of ministers, probably to accommodate the new likely coalition partners. Chaudhry Ahmed Mukhtar is said to be given Ministry of water and Power.
