What I have quoted to you before is not a figment of my imagination but what is mentioned by Wiki. Anyhow soon the judicial inquiry report will be out so we will know what happened, but let me guess...you are not going to believe any report unless it confirms what you "know" already?
If people try to challenge the state and try to take the law into their own hands then sorry they deserve whatever they get. I have zero tolerance for law breakers, and anarchists.
Judicial inquiry report already declared that Nawaz, Shahbaz, Rana Sanaullah, IG police and many other top personalities of Punjab responsible of killing that happened at TUQ residence, Judicial inquiry directed police to register FIR of TUQ with all mentioned name as murderers.
Before judicial inquiry report, SS was boasting that he would resign if his name would come, but after the report first thing he did was kept the report secret until it got leaked.
And now Gully Thug brothers have called their own judge to head Punjab courts and once their judge (who was Shareef brothers lawyer before they made him judge) took over, Gullu Thugs made an appeal against the inquiry.

I have not heard of Malik Ishaq but apparently you have, but if he did anything wrong then he should be locked up.

Below is JIT (Joint investigation team) report. Worse thing for government is that, most of the people making this report were Punjab government loyal to SS and before this report, SS openly said that he would resign if his name comes in the report.

ISLAMABAD: The interrogation report of Model Town incident is being made public today (Monday).
Sources told Online that the team of sensitive departments probing the incident has held Punjab Chief Minister Shahbaz Sharif mainly responsible for the incident At least 14 workers of Pakistan Awami Tehreek (PAT) were killed and more than 90 were injured in the Model Town on June 17.
According to the report, the deceased and injured persons were innocent … and the Punjab Chief Minister Shahbaz Sharif, the then Law Minister Rana Sanaullah and Principal Secretary to the Chief Minister Dr Tauqeer **were responsible for the incident. **
After the incident, the PAT chief Dr Tahirul Qadri held Punjab Chief Minister Shahbaz Sharif responsible for the unfortunate incident and he along with his party activist has also organised a protest sit-in in Islamabad and his main demand is registration of FIR of the Model Town incident and bringing the involved and responsible people to justice.

If one is a Muslim, then they should know that to wrongly blame victims as guilty is not only Zulum, but it is such a big sin that if one does that intentionally then that person is sure to burn in hell, forever. So, please think and do investigation before accusing someone wrongly.

****LAHORE: In what is bound to provide fodder for protest rallies already calling for heads to roll, a number of members of a joint investigation team (JIT) investigating the Model Town shootings held the Shahbaz Sharif-led government responsible for the tragic incident, The Express Tribune has learnt.
According to sources, a few members of the JIT – which comprises representatives of the Inter Services Intelligence (ISI), Military Intelligence (MI), Intelligence Bureau (IB), Police, Special Branch (SB) and Counter Terrorism Department (CTD) – have included an ‘Ikhtilafi’ (dissenting) note in the report, which pins the blame on the lower cadres of the police force.

The note states that Punjab Chief Minister Shahbaz Sharif, then Punjab law minister Rana Sanaullah, then principal secretary to the chief minister Dr Tauqeer Shah and other senior police officers were directly or indirectly responsible for the killing of over a dozen PAT workers.**
At least 14 PAT workers were killed and over 100 people were injured when police clashed with PAT workers on June 17 in front of Tahirul Qadri’s residence in Model Town, Lahore.
According to sources, Punjab police, the Special Branch, CTD and civilian spy agency, IB, tried to indict low-ranking police officials by convincing the Superintendent of Police (SP) Model Town to admit that he had only ordered policemen to open aerial fire after PAT workers opened fire on the police. The SP’s statement, however, could not be supported by any evidence because no weapons were recovered from PAT workers.
Further, in the dissenting note, the officials said that the FIR registered by the police on the Model Town incident should be discharged because PAT had not accepted it, no witnesses of the aggrieved party had appeared and the police had hidden key facts pertaining to the case.
Despite the JIT’s recommendations, Faisal Town police station has refused to register a case according to the PAT application in which 21 persons, including Prime Minister Nawaz Sharif, Punjab Chief Minister Shahbaz Sharif and Interior Minister Chaudhry Nisar Ali Khan, have been named.
The 32-page JIT report has been submitted to the Punjab home secretary, Punjab inspector general of police and other concerned officials, sources familiar with the matter told The Express Tribune.
On Thursday, due to the completion of the investigation and submission of a charge sheet, an Anti-Terrorism Court sent four policemen, including Station House Officer (SHO) Sheikh Amir Saleem, Elite Force Inspector Hafiz Athar and two other low-ranking officials, on a 14-day judicial remand for their alleged involvement in the Model Town tragedy. The police said that the investigation process had been completed and there was no need to remand any other officials.

Being written by ISI and MI partially, and stating indirectly responsible, and dissenting note tells me all I need to know.
Can you point out to me who is directly responsible? and what does the actual report state and not the dissenting notes?

There is two reports. One from court and other JIT. In both reports Thugs and their governments are made wholly responsible.
As for JIT report that is mentioned above, those who were employee of Punjab police and Punjab government tried their best to cover Thug Gullu Badsha brothers and his chailay chamchay, though they also could not deny involvement of Thug Badsha and his chailay. Those who were not working for Punjab police and government made it clear that those responsible are Thug Gullu badsha brothers and his chailay chamchay.
Now (today) Lahore High court has also asked that FIR of TUQ should be registered where Thug Gullu Badsha brothers and his chailay chamchay are made responsible.
Anyhow, if one see the report it is clear that Punjab government who are personal dogs of Thug gullu brothers, are doing everything to save their God.
Another thing is that, it is basic right of all citizen, specially those who are victims that they get an FIR registered but this itself is proof that Thug Gullu Brothers are not letting TUQ register FIR … and then session court ordered Punjab government to get the FIR register, Punjab government declined, and now it seems High court has also ordered that FIR of TUQ should get registered (as what I heard on TV)… And this is happening even when most judges of High court and Session courts are dogs of Gullu Brothers.
Initially LHC judges were scared and wanted to keep themselves out of this murder cases.
If Thug Gullu Brothers and Punjab government are not guilty then why they are putting every obstacle possible that FIR of TUQ should not get registered … when it is basic right of not only TUQ but each and every person killed in the incidence (14 of them) … and also right of each and every person who got bullet wound (over 80 of them).
At one place you wrote that you believe on zero tolerance and so do I … so, what you are getting to believe or promote that Thug Gullu Brothers who are murderers and Punjab Government who are also murderers, get away illegally with murder (though that would not be possible anyhow … if not today then tomorrow …and result would be hanging of both Thugs). If you like to see justice in Pakistan then you should ask that ‘Thug Gully Shareef brothers’ should face justice and punishment for murder they have committed.
It is really sad that what is basic right of all Pakistanis, to lodge FIR, that right is taken away illegally by Shareef brothers in Punjab. Now it seems, one can only get justice in Punjab if that person takes law in his own hand and kill murderers, as, leave getting justice from court and polcie, a person could not even lodge FIR against Murderer.
